Rusted and worn - probably a used part.
The part I was sent is rusted and two of the teeth on the gear appear to be shiny and worn off. I'm pretty sure the gear was used rather than new.

The innermost difficult piece to reach.
To replace this it's easiest to remove the battery, and the battery shelf. You also have to remove the mowing deck, a ground drive belt pully, the steering wheel, and remove the retainer and slide down the steering shaft. I replaced this and the steering shaft and the two $9 plastic bushings also. Everything was worn although they had lasted eleven years of sometimes rough use. It took me about three hours but I'm 70 and arthritic. A younger nimble person would probably get the job done much quicker. One last tip, don't lose or misplace those very thin washers the go around the retaining bolt or the one under the clip that holds the steering shaft in place.

Replacement of "Lawn Tractor Steering Sector"
Dropped mower deck, used jack to raise front end of mower, disconnected drag link from steering sector, removed pulley idler, removed steering clip, removed hex nut from steering wheel to allow steering wheel shaft ability to disengage steering sector. Removed bolt from old steering sector and now removed old steering sector. Reinstall with new steering sector, new bearings pc 27 and new bearing-race thrust hardened pc 6. Reinstalled in reverse order.
